Preheat oven to 350 degrees.
In 1 1/2 quart oven safe casserole dish, combine soup, milk, soy sauce and pepper; Mix well.
Stir in green beans and 1/2 can onions.
Bake 25 minutes or until hot and bubbling; Stir.
Top with remaining onions. Bake 5 minutes or until onions are golden brown.
Let stand for 5-10 minutes to set before serving.
