Brown meat in skillet. Add onion and celery and cook until tender. Remove excess fat from skillet.

Add beans, pepper, salt, chili powder and cilantro.

Place layer of chips on bottom of a 2 quart casserole. Set aside 1/2 cup chips and 1/4 cup grated cheese for garnish. Alternate layers of remaining chips, cheese and chili. Sprinkle center with reserved cheeses and place reserved chips around edge. Top with sliced olives.

Bake at 350 degrees for 20 minutes or until heated throughly.
