Mix brownie ingredients together and bake in a 9 x 13 cake pan at 350 degrees for 25-35 minutes or until toothpick inserted in center comes out clean. Let cool.
For frosting, combine margarine, milk and sugar and cook over medium heat until boiling. Boil for 30 seconds. Remove and stir in chocolate chips. Beat until thick. Spread onto cooled brownies.
