Heat oil in a large nonstick skillet.
Saute garlic, onions, green peppers and carrots until soft, approximately 10 minutes.
Add remaining ingredients except pasta; Cover and simmer for 20 minutes, stirring occasionally.
While sauce is simmering, cook pasta in boiling water according to package directions. Drain and place in serving bowl.
Remove and discard by leaf from tomato sauce.
Pour sauce over pasta and serve.
