Cut the bell peppers into halves lengthwise and discard the core and seeds. brush the outside of the bell pepper halves with the vegetable oil. Place on a rack in a broiler pan. Broil for 10-15 minutes or until the bell pepper skins are blistered and blackened all over. place in a nonrecycled paper bag or ziplock and seal. Let stand for 15 minutes or until cool. Remove from teh bag and remove the skins. Combien the roasted bell peppers, garlic, and olive oil in a blender container. Process until pureed. Add the cream and process until blended.
