Cut steak while partially frozen into narrow strips, coat with corn
starch and let sit for 1/2 hour until meat absorbs the corn starch.
Deep fry for 3-4 minutes until brown. Drain on paper towels.
Bring sauce ingredients to a boil, simmer for about 30 minutes until
it thickens. Stir fry grated carrots and onion in oil. Add meat and
sauce. Serve over steamed rice or noodles.
