Combine flour, rolled oats, brown sugar, cinnamon and butter in a large bowl. Mix until crumbly. Peel and slice apples. Press half of the mixture into an ungreased 9 inch square baking dish. Dover with apples.
For topping, combine sugar and cornstarch in a small pan. Add water. Cook and stir until thickened and bubbly. Cook and stir for another 2 minutes. Remove from heat an stir in vanilla. Pour over apples. Top with the remaining crumb mixture. Bake at 350 for 50-60 minutes or until bubbly.
