Place cauliflower in a steamer baskets over boiling water, cover and steam 8-10min. Meanwhile, whisk flour with 3 Tbs milk until smooth. Heat remaining milk in a saucepan over med heat until steaming. add flour mix, cook, whisking until the sauce bubbles and thickens, 2-3min. Remove from heat, stir in cheese, chives, garlic, salt and pepper. Spoon over cauliflower and serve.
