Preheat oven to 400 degrees. Remove skin and fat from chicken pieces. Line a baking pan with foil and wipe with an oiled paper towel.
Pour milk into a shallow bowl. Combine corn flake crumbs and pepper in a second shallow bowl.
Dip chicken pieces first into milk and then into crumbs. Let stand for 3 minutes so coating will stick. Arrange pieces in pan so pieces do not touch. Bake 45 minutes.
