Combine sweetened condensed milk, cocoa, and milk in medium microwavable bowl. Microwave on HIGH for 1 minute; stir. Microwave on HIGH for an additional minute, or until mixture is hot; stir with wire whisk until smooth. Stir in butter and vanilla.
