Butter 9x13 dish with ½ stick butter. Put frozen potatoes in dish. Mix all other ingredients EXCEPT potato chips and butter. Pour mixture over potatoes. Melt remaining butter and mix in crushed potato chips and sprinkle over top.
Bake at 350 degrees for 35-45 minutes.
