Combine sugar, butter, milk, cream and vanilla in saucepan over low heat until blended. Bring to boil over med heat, turn to low and boil 5 minutes stirring constantly. Remove from heat, stir in chips and mix packet. When melted add food coloring. Spread into buttered 8x8 and cool.
