Heat on medium heat; butter, salt, water, and cocoa in a saucepan and bring to boil for 2 minutes. Let cool to lukewarm. Combine with rest of ingredients and pour into a large cookie sheet pan. Bake at 350 degrees for 25-30 minutes.
Icing: Heat in saucepan 1 stick of butter and 3 1/2 T of cocoa to boiling. Take off of heat and add 1/2 cup buttermilk, powdered sugar, and vanilla. Stir together and pour over cake. Let cool.
