Preheat oven to 375F.
Cream sugar and butter.
Beat in eggs and vanilla.
Combine flour, baking powder, and salt.
Add flour mixture and buttermilk alternately to batter.
Stir in blueberries.
Spread batter in a lightly grated 9-inch square baking pan.
Sprinkle with streusel topping (last 5 ingredients combined until
crumbly.)
Bake for 25-30 minutes or until toothpick comes out clean.
