Combine garlic, shallots, parsley, rosemary, broth, soy sauce lemon juice, lemon zest and peppercorns in blender or food processor. Whirl until marinade is smooth.
Place beef in shallow glass baking dish. Pour marinade over meat. Cover, refrigerate from 4 hrs to 2 days, turning meat occasionally.
Prepare outdoor grill or preheat broiler. Grill or broil beef 15 minutes , turn and broil 5-10 minutes more or until desired doneness. Let stand 5 minutes, slice thinly. Makes 4 servings.
