Heat oven to 350. Peel apples, if desired, finely grate. Using electric mixer on low speed, beat cake mix, melted butter, quick cooking oats and lemon zest 30 seconds or until moist crumbs form.
Press 2/3 crumb mixture into bottom of greased 9x13 baking pan. Sprinkle evenly with grated apples. Top with remaining crumb mixture. Bake 30 minutes or until done. Lightly dust with powdered sugar, if desired.
