Preheat oven to 350 degrees.
Combine potatoes, sugar and salt. Add eggs, butter, milk, and vanilla. Assemble in baking dish.
Mix last 4 ingredients in a large plastic bag. spread across top of potatoes.
Bake 45-50 minutes.

Suggestions
If doubling, use only 1 cup of light brown sugar and 3 eggs.
