2) Combine flour, baking soda, baking powder and salt in medium bowl; mix well. Stir sour cream, milk and vamilla in small bowl until well blended. Beat granulated sugar and butter in large bowl at medium speed for 2 minutes, or until fluffy. Add eggs, one at a time, beating well after each addition. Alternately add flour mix and sour cream mix, beating well after each addition. Stir in decors until well blended. Spoon evenly into prepared muffin cups.
