Preheat the oven to 375 F. Line to baking sheets with parchment paper. Set aside.
In a small bowl, whisk together the flour, salt, baking soda, baking powder, and cinnamon. Set aside.
Using a mixer, beat the butter and sugars together until creamy-this will take about 2 minutes, on medium speed. Add the peanut butter and mix until creamy. Add in the egg and vanilla. Mix well until combined.
On low, add in the dry ingredients. Mix just until combined; don't over-mix.
Stir in the oats and peanut butter cups until everything is combined. Scoop the cookies into round balls and place on the prepared baking sheets, leaving 2 inches in between cookies. Bake for 10-12 minutes, or until the cookies are lightly browned and puffed. They will set up after they cool, do don't over-bake.
Remove cookies from the oven and let cool on the baking sheet for about 3 minutes. Transfer to wire rack and cool completely.
