Spray pan. Sauté onion and garlic 3 minutes. Add broth and broccoli. Bring to boil and reduce heat. Cook 10 minutes. Whisk together milk and flour. Add to broccoli mixture. Cook 5 minutes. Stir constantly until slightly thick. Stir in pepper. Remove from heat. Add cheese and stir until it melts. Puree 1/3 of soup in blender and return to pan.
