IN A BOWL COMBINE THE FLOUR, BAKING POWDER AND SALT. CUT IN SHORTENING UNTIL MIXTURE RESEMBLES COARSE CRUMBS. STIR IN ENOUGH MILK UNTIL THE DOUGH IS MOIST BUT NOT STICKY. TURN ONTO A FLOURED SURFACE; KNEAD 10 TIMES. ROLL TO 1/2 INCH THICKNESS; CUT WITH A FLOURED 2 INCH BISCUIT CUTTER. PLACE 2 INCHES APART ON UNGREASED BAKING SHEET. BAKE AT 450 FOR 10-12 MINUTES OR UNTIL GOLDEN BROWN. YIELDS ABOUT 2 DOZEN.
