In another pan, cook remaining melted butter and flour using a whisk over medium heat for 3-4 minutes. Stir constantly and slowly add the half & half while continuing to whisk.
Add the chicken stock while continuing to whisk. Once it starts to simmer, simmer for 20 minutes. Add the broccoli, carrots and onions. Cook over low heat 20-25 minutes.
Add salt and pepper. (Can be puréed in a blender). Return to heat and add cheese over low heat. Stir in nutmeg.
