Melt margarine in large pan. Blend in flour, salt and pepper, cook and stir until smooth and bubbly. Remove from heat. Stir in broth and milk, then heat to boiling , stirring constantly and boil one minute more. Remove from heat and add remaining ingredients. Mix well.
Bake 45 minutes uncovered, should be a nice brown. This fits into a 9 x 11 pan.
