Sift flour with baking powder and salt into medium bowl. Add 1 tbs. oil and water; mix well with fork to form soft dough. Divide dough into 4 portions. Form each into a round; flatten with palm of hand. On lightly floured board or pastry cloth, roll a portion at a time into rectangle about 8 by 5 by 1/4 inches, using rolling pin. Cut dough into 4 pieces, 2 1/2 by 4 inches. In deep skillet or deep-fat fryer, slowly heat oil (at least 3 inches) to 400 degrees, about 30 seconds on each side. Add dough pieces, a few at a time, and fry until pieces puff like pillows--about 1 minute. Turn and brown other side. Drain on paper towels. Sopaipillas can be dipped in cinnamon/sugar mixture or served warm with honey.
