Arrange half the potatoes in a 2 quart glass dish. Sprinkle with the onion, 1/2 the flour, 1/2 the salt and 1/2 the pepper. Arrange remaining potatoes on top. Sprinkle with rest of flour, salt and pepper. Pour milk on top. Dot with the margarine; cover and microwave 30 minutes on medium or until potatoes are tender. Rotate dish and cook 8 more minutes. Sprinkle with cheese and paprika; microwave 2 minutes or until cheese melts. Let set 5 minutes.
