Drain salmon. Arrange in 1 1/2 qt casserole dish. Sprinkle with lemon juice. Heat oven to 350 degrees. Fold in carrots, green pepper and mayonnaise. In small saucepan over low heat melt, 1 tablespoon butter, stir in flour until smooth, then add milk. Stir until thick. Remove and stir in pepper, paprika and egg. Fold into salmon mixture. Butter bread and cut into squares. Arrange bread over mixture. Bake 25-30 minutes or until hot and bubbly, golden brown. Cool 5 minutes.
