Boil potatoes in skins until tender. Cool until
able to handle then peel and dice. Place potatoes,
onion, celery and eggs in bowl.
In small bowl, combine sour cream and mayonnaise
thoroughly. Incorporate herbs and add this mixture
to the vegetables in the larger bowl. Blend
carefully so as to not mush the potatoes. Taste and
season with salt if necessary.
