Cook rice according to directions. Cook broccoli
until tender. Sauté onion and celery with the
butter. In a sauce pan, combine cheese, soup, and
water. Stir and simmer until well blended. Combine
all ingredients in 9x13 greased baking dish. Bake
at 350 for 30 minutes.
