Cut filet into two pieces. Season both sides of each filet with paprika, garlic powder, salt and pepper. Heat your olive oil in a pan on medium high heat. Once the oil is hot, place the filets in the pan, skin side up. Cook for 3 minutes then flip the fish and cook the other side for another 3 minutes.
Place whole pan with the fish in the oven and let it roast for 6 minutes.
Meanwhile, in a skillet, saute the green onion in butter and add the soy sauce, balsamic vinegar, honey and pepper flakes. Let this cook for about 3 minutes on low heat.
Glaze your fish with the sauce, top with fresh scallions.
