Preheat oven to 400°. Mix shortening, sugar and eggs thoroughly. Mix flour, cream of tartar, baking soda and salt. Stir in. Form into a ball the size of a small walnut.
Roll ball into the mixture of cinnamon and sugar. Place about 2 inches apart on an ungreased cookie sheet. Bake 8 to 10 minutes.
