In a large soup pot combine vegetable broth, tomato paste, Worcestershire sauce, oregano, basil, thyme, sugar, paprika, and bay leaf. Bring to a boil, and reduce to a simmer.
Add the onion, bell pepper, celery, carrot, potatoes, and garlic. Bring the vegetables back up to a boil, then reduce to a simmer. Cover and simmer gently for 20 to 30 minutes, or until the vegetables are mostly tender. Remove bay leaf.
Using a separate bowl, combine cold water and corn starch until smooth. Slowly add the mixture to the vegetables. Stir and cook until bubbly. Reduce heat to low.
Cook the Home Style Beefless Tips in a skillet according to package instructions. Using the edge of your spatula, cut each of the tips in half while cooking if desired. Once the tips are cooked, stir them into the stew. Add salt and pepper to taste.
