Prepare syrup- Boil Syrup ingredients for 40 minutes. Let cool. Remove cinnamon sticks.
Preheat oven to 325 degrees.
Combine walnuts, ground cinnamon and 3 1/2 Tblsp sugar.
Using 9X12 or 9X13 pan, brush pan with melted butter. Layer 6 sheets of phyllo in pan, brushing each with butter. Sprinkle with nut mixture. Layer 2 or 3 sheets of phyllo in pan, brushing each with butter. Sprinkle with nut mixture. Continue, ending with 6-10 sheets on top.
Score top layers in a diamond shape. Bake at 325 for 50-55 minutes. Immediately pour cooled syrup slowly over entire pan.
