In a stockpot over medium heat add oil, garlic and onion cook 5
minutes to soften the onion, add beef and
cook until brown. Lower heat. Add Worcestershire
sauce, rosemary, bay leaf and all remaining
vegetables. Stir in tomato paste to coat all
ingredients. Slowly add beef broth stirring
frequently. Add 16 oz water. Simmer covered 2
hours or more until vegetables are cooked through.
If cooking uncovered or for longer times add water
as desired. May need more water if using rice.
