Make dessert in batches of 4 so as not to melt. For each hat, squeeze a ring of decorating gel around the edge of a cone and attach the cone to a chocolate wafer (without frosting) “rim” then set aside.
Using an ice cream scoop, drop heads of the ice cream onto a cookie sheet lined with wax paper. Arrange cut licorice pieces on top for hair and a mouth. Add chocolate chips for eyes and candy corn for nose. Top each ice cream head with a hat. (Flatten the ice cream slightly so the hat doesn’t fall off). Freeze for at least 2 hours or until hats are set.
