Brown meat onions and black pepper. Add soy sauce to taste. Add carrots, cabbage and bean sprouts. Cook until vegetables are only slightly wilted. Add more soy sauce if needed. Remove from heat.
Make a paste with cornstarch and a few drops of water in a small bowl or shallow cup. Put 1-2 Tbsps of meat/vegetable mixture in lg wrapper (diagonally). Fold side points in and roll. use cornstarch mixture on edges and seal. Fry in hot oil until golden brown.
