Peel potatoes and cut into 1/4 inch slices. Pre-cook slices in boiling lightly salted water with cover for five minutes. Remove from heat & drain thoroughly in colander. Layer potatoes, bacon and green onion in greased shallow 2 quart casserole, set aside.
In med saucepan, melt butter, add flour, salt, pepper & celery seed & cook, stirring, two minutes. Gradually add milk stir constantly and cook until sauce is thickened. Add cheese and stir until cheese is melted. Pour sauce evenly only potatoes and cover with top or metal foil. Bake at 350 degrees for 30 minutes. Remove top of foil and continue to bake 15-20 minutes -6-8 servings.
