In electric blender combine marinade ingredients, blend until smooth.
In saucepan bring 4 cups of water to a boil. Add onions and cook covered for 1 minute. Add carrots and cook covered for 2 minutes, add broccoli. Cook covered for 1 minute. Drain vegetables, put in a bowl of ice water until chilled.
Drain onion mixture; place in large glass baking dish with cucumbers, red peppers, yellow peppers and tomatoes. Pour marinade over vegetables; cover with plastic wrap. Refrigerate at least 2 hours stirring occasionally. Drain and serve.
