Cook potatoes, with 1tsp salt for 15 min.
Drain. Mash potatoes, stir in cream cheese, butter and pepper. Lightly coat crock pot with cooking spray.
Spoon potato mixture into crock pot. Cover and cook on low heat 3 to 4 hours. In the last 30 minutes of cooking add cheddar cheese.
