In top of double boiler, melt together the butter or margarine and chocolate squares. Mix together in a bowl, the cocoa and sugar; add to the melted butter and chocolate. Also, add the milk and stir until well-blended. Continue to cook and stir occasionally until thickened approximately 40 minutes. Remove from heat, and, when cool, stir in vanilla. Pour into a jar and refrigerate. Reheat amount needed and drizzle over ice cream.
