Cook spaghetti. Drain and place in a greased 13x9 baking dish. Set aside. Cook the beef, onions, and green pepper until browned. Drain. Add 1 cup of milk, one can of tomato soup, one can mushroom soup, and one cup of cheese. Bring to a boil. Spoon over spaghetti. Sprinkle with remaining cheese. Bake uncovered at 350 for 45 min.
