Mix together; cabbage, carrot, sugar, salt, pepper, and milk. Cover mixture and refrigerate for 15 minutes. Combine mayo, buttermilk, celery seed, dry onion and Tabasco. Pour dressing over cabbage and refrigerate for at least 1 hour.
