Heat syrup/ sugar over medium heat while it begins to boil, stirring constantly. Remove from heat and add peanut butter. Blend well then add rice krispies.
Press into buttered 13 x 9 pan. Melt together chocolate chips and butterscotch chips. Spread on top of cooled krispies. Let harden before cutting.
