Stir sugar, water, and corn syrup over low heat until sugar is dissolved. Continue to cook over higher heat without stirring, until a drop of the mixture hardens in a glass of cold water. Remove from stove and stir in lemon extract.
Drop a tablespoon of hard syrup at a time on a greased cookie sheet. Press a stick into each glob. Lift lollipops with a pancake turner once hardened.
