Preheat oven to 450. In a large skillet heat the oil on med heat. Saute the garlic and onion until soft. Add the cumin, cayenne pepper, seasoning cook for 1 min. Add the chicken and cook until brown. In the meantime cook the quinoa. Cut the peppers in half lengthwise. In a large bowl combine chicken mixture, quinoa, and cheese. Stuff each pepper with the mixture. Arrange peppers on a baking sheet standing up. Bake uncovered 50 min.
