Melt 1 cup of the chips and the butter in large, heavy saucepan over low heat stirring constantly until smooth. Remove from heat; stir in eggs. Add flour, sugar, baking soda and vanilla; stir well. Spread batter into Pam sprayed 9 x 13 baking pan; sprinkle with remaining chips and nuts. Bake in preheated 350 degree oven for 20 to 25 minutes or until a wooden pick inserted in center comes out slightly sticky. Melt caramels and milk in small microwave-safe bowl on high for 1 minute. Melt an additional 10 to 20 second intervals, stir until smooth. Drizzle over warm brownies. Cool in pan.
