Fill a large, deep pan 1/2 full of water and add manicotti shells- cook for half the time recommended on the package directions. Drain manicotti and set aside. In a skillet, brown ground beef and onion. Drain excess grease and cool slightly.
In a large mixing bowl, combine cottage cheese, 1 cup shredded cheese, chili powder, garlic powder and cumin. Add the meat mixture and mix well. In another bowl, mix together tomato sauce, green chiles, water, cayenne pepper, and salt & pepper.
Place approximately half the tomato sauce mixture in the bottom of a lined 9x13 dish.
Stuff parboiled manicotti shells with beef/cheese mixture and place over the layer of sauce. Pour the remaining half of sauce over the shells. Top with remaining 1 cup of shredded cheese.
In a preheated 350 degree oven, bake for 45-50 minutes or until hot.
