In a 4 quart Dutch oven cook the ground beef until brown & drain off fat. Add peppers & onion. Cook & stir. Stir in vinegar. Bring to a boil. Boil gently uncovered over medium heat for about 40 minutes, stirring occasionally. Liquid will look almost all evaporated. Now, stir in ketchup, chili powder, paprika, salt, pepper & cayenne pepper. Cook and stir another 10-15 minutes.
