Melt butter slowly over low heat. Cook butter, sugar, sugar, water, and vanilla over medium heat until candy thermometer reaches hardcrack. (Approx 10 min).
Put 1/3 cup pecans in bottom of 9 x 9 nonstick pan.
Pour batter on top of nuts.
Place Hershey chips on top and spread evenly as they soften.
Sprinkle top with remaining 1/3 cup pecans.
When completely cool, break into pieces.
