Preheat oven to 375 degrees. Mix flour, salt, and soda
together and set aside. Mix together butter and sugars; add
the vanilla, water, and egg. Sift in the flour mixture.
Spread dough in a greased 13x9 pan. Sprinkle the cup of
chocolate chips over the top. Place in the 375 degree oven for
1 minute. Remove from oven and run a knife through the
batter to marbleize. Return to oven for 12-14 minutes.
Cool and cut into 2 inch squares.
