In a large bowl, blend flour, sugar, baking
powder, and salt; set aside. In a medium bowl,
slightly beat oil, milk, and eggs together.
Add to dry ingredients; blend thoroughly. Pour
into a greased and floured baking dish. In a
separate small bowl, mix the topping
ingredients together until crumbly. Sprinkle
over the cake and bake in a 400 degree F oven
for 25-30 minutes.
